Subject: Agreement with CORA for Emergency Response Program Services

Adopt a resolution authorizing an agreement with CORA to provide Emergency Response Program Services to victims of domestic violence, for the term of July 1, 2019 through June 30, 2020, in an amount not to exceed $162,338.

BACKGROUND:
The Emergency Response Program is the only program to collaborate with all law enforcement agencies within San Mateo County, providing 24-hour telephone counseling support during or immediately following a 911 domestic violence disturbance call. Per standard policy and procedure, law enforcement personnel responding to a domestic violence disturbance call are required to notify a CORA counselor of the incident regardless of the incident being criminal in nature or an arrest being made. Responding law enforcement personnel will also encourage the victim to utilize CORA's services. CORA counselors provide victims with information about CORA's individual and group counseling, shelter, and legal services.
DISCUSSION:
CORA is the only agency in the County that provides comprehensive services to victims and survivors of domestic violence. Law enforcement agencies, the Human Services Agency, and other County partners depend on CORA's 30+ years of experience and expertise for a complete range of prevention, education, and intervention services. Since CORA provides the most comprehensive response to the problem of domestic violence in the County, it is the County's best interest to waive the Request for Proposal process and enter into an Agreement for a one-year term expiring June 30, 2020.
The resolution and agreement have been reviewed and approved as to form by County Counsel.
