Adopt a resolution authorizing an amendment to the agreement with Our Common Ground, Inc. for substance use disorder treatment services, increasing the amount by $136,792 to an amount not to exceed $7,056,410, with no change to the agreement term.

BACKGROUND:
On August 6, 2019, your Board approved an agreement with Our Common Ground, Inc. (OCG) to provide substance use disorder treatment services, for the term July 1, 2019 through June 30, 2021, in an amount not to exceed $6,919,618.
On September 24, 2019, the Board approved the FY 2019-20 Adopted Budget. Previously, on June 25, 2019, the Board received the FY 2020-21 Preliminary Recommended Budget. These budgets included a 4% Cost of Living Adjustment (COLA) for Behavioral Health and Recovery Services (BHRS) community-based organizations that provide mental health services and substance abuse disorder services.
DISCUSSION:
Through the Drug Medi-Cal Organized Delivery System waiver, OCG provides outpatient and residential treatment services to adult County residents. Services include individual therapy, individual counseling, group therapy, anger management, family therapy, and room and board.
It is now necessary to amend the agreement with OCG to add the COLA to FY 2020-21 and increase the amount by $136,792 to an amount not to exceed $7,056,410, with no change to the agreement term.
The resolution contains the County's standard provision allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).
The amendment and resolution have been reviewed and approved by County Counsel as to form.
