RECOMMENDATION:

title

Adopt a resolution approving an agreement with the City/County Association of Governments for the County to manage and staff the San Mateo County Energy Watch Program for the term of January 1, 2020, through June 30, 2020, in the amount of $79,405.

body

BACKGROUND:

Under the auspices of the California Public Utilities Commission (CPUC), Pacific Gas and Electric Company (PG&E) offers Local Government Partnership (LGP) programs that use public goods funds paid by ratepayers on utility bills to fund energy efficiency projects in the PG&E service areas of the local government’s jurisdiction. The City/County Association of Governments (C/CAG) has been the LGP in San Mateo County since 2009.

On December 9, 2008, your Board authorized the execution of an initial agreement between the County and C/CAG, for the County to provide staff services for the newly-established San Mateo County Energy Watch Program (SMCEW) from October 9, 2008, through March 31, 2011, in the amount of $750,000. Your board authorized similar agreements for the 2012 through 2019 program cycles. The 2019 Agreement expired on December 31, 2019.

The SMCEW program consistently met established energy-savings goals as set forth by PG&E from 2009 through 2018. In calendar year 2019, PG&E shifted the LGP program to a “non-resource” model, which evaluates the LGP on identifying energy efficiency projects and delivering the opportunities to contractors to complete. In prior years, the LGP engaged projects through completion. For 2019, the SMCEW program worked with PG&E to develop performance targets, redesigned the program, and began delivering projects to contractors.

DISCUSSION:

C/CAG executed a LGP contract with PG&E to implement the SMCEW for the period January 1, 2020, through June 30, 2020. The proposed agreement between C/CAG and the County is subsequent to the LGP contract between C/CAG and PG&E.

This proposed agreement between C/CAG and the County requires County staff to perform work to meet the General and Specific Conditions and Contract Work Authorization (Conditions) of the LGP contract between C/CAG and PG&E. These scope and Conditions are consistent with previous agreements between C/CAG and the County for staff services to administer the program.

Through this agreement, County staff will administer and implement the SMCEW program, including: providing updates to program stakeholders through presentations, providing customer outreach, identifying energy efficiency projects countywide at municipalities and special districts, K-12 public schools, and small businesses, and preparing reports and invoices to PG&E and the CPUC on behalf of C/CAG. Through this program, County staff also coordinates the Regionally Integrated Climate Action Planning Suite (RICAPS) effort, which provides countywide climate action planning coordination and technical assistance to C/CAG, the cities, and the County.

County Counsel has reviewed and approved the agreement and resolution as to form.

FISCAL IMPACT:

Funds from this agreement were anticipated and included in the FY 2019-20 adopted budget.
