BACKGROUND:
Since December 1985, your Board has approved resolutions authorizing expenditures for residential care facilities serving mentally ill clients. Behavioral Health and Recovery Services (BHRS) has contracted with Bruce-Badilla's Care Home (Bruce-Badilla) since 1998 for the provision of specialized residential care for dually-diagnosed adult clients.

DISCUSSION:
Bruce-Badilla operates a 12-bed board and care facility. Through this agreement Bruce-Badilla will provide supervised housing, treatment, and rehabilitation services to assist male clients with a co-occurring diagnosis by helping them manage and recover from mental illness and substance abuse symptoms. The services enable these men to be treated in the community, thus avoiding costlier acute and sub-acute psychiatric hospitalization.

On May 14, 2019, the Board approved an agreement with Bruce-Badilla for the term of July 1, 2019 through June 30, 2022, in an amount not to exceed $544,158.

On June 25, 2019, the Board approved a Cost of Living (COLA) increase. It is now necessary to amend this agreement to add the COLA adjustment, increasing the maximum amount by $36,855.

It is anticipated that 100% of board and care clients will be retained at this level of care.

The amendment and resolution have been reviewed and approved by County Counsel as to form.
