Adopt a resolution authorizing an agreement with PlaceMakers, Inc. to develop and operate a building materials salvage, recovery, education, and resale center for the term of January 7, 2020 to January 6, 2023 for an amount not to exceed $300,000.

BACKGROUND:
The Office of Sustainability (OOS) collaborates with construction contractors and homeowners to encourage deconstruction and the reuse of materials from demolition and construction projects. Currently, there is no location in San Mateo County that accepts building materials from the public and provides a tax deduction receipt in return. A tax deduction receipt is a valuable incentive for companies and homeowners to deconstruct their project, instead of demolishing, and to donate materials for reuse.
DISCUSSION:
In July 2019, the OOS issued a Request for Proposals to develop and operate a building materials salvage, recovery, education, and resale center. The OOS received three proposals, which were reviewed by an evaluation committee. Following this evaluation, PlaceMakers, Inc. was screened for an interview and was subsequently selected as the preferred vendor for these services on the basis of: the responsiveness of their proposal; the cost-effectiveness of their proposal; and their extensive experience in the field of deconstruction.
County Counsel has reviewed and approved the resolution and agreement as to form.

FISCAL IMPACT:
The term of the agreement is from January 7, 2020 to January 6, 2023 in an amount not to exceed $300,000. This agreement will be funded entirely from AB 939 funds, which are designated specifically for programs that aim to reduce and divert waste in the County. Funds have been approved in the FY 2019-20 budget.
