BACKGROUND:

The Bay Area Air Quality Management District (BAAQMD) was created by statute in 1955 as the first regional air pollution control agency in the country recognizing that emissions into the air know no political boundary. The BAAQMD is charged with regulating stationary sources of air pollution in the nine Bay Area counties. It is governed by a 24-member Board of Directors of locally elected officials, proportionate to the nine-county population. The population of each county determines the number of representatives on the Board. Marin and Napa each have one representative; Solano and Sonoma  each have two; San Francisco and San Mateo each have three; and Alameda, Contra Costa, and Santa Clara each have four representatives.

DISCUSSION:

Supervisor David J. Canepa absorbed the remainder of Supervisor Slocum’s term on the BAAQMD Board of Directors in January 2017, and requests to be reappointed for a 4-year term ending December 31, 2023.

FISCAL IMPACT:

None.
