Adopt a resolution authorizing an agreement with the San Mateo County Historical Association (SMCHA) to provide funding for pre-construction work associated with the Carriage House project at the San Mateo County History Museum, in an amount not to exceed $475,000.

BACKGROUND:

For many years the SMCHA, a nonprofit corporation, has operated and maintained the San Mateo County History Museum (located in the Old County Courthouse at 2200 Broadway in Redwood City) and hosted public programs at two County-owned and maintained historical sites, the Sanchez Adobe Historic Museum in Pacifica and the Woodside Store in Woodside. The County contracts with the SMCHA for the maintenance and operation of the Museum and for the docent-led programs for

the Woodside Store and Sanchez Adobe historical sites.

 

 

To allow for the expansion of the San Mateo County Government Center campus and construction of County Office Building #3, in 2019 the County relocated the historic Lathrop House one block from its former location at 627 Hamilton Street to the parking lot behind the San Mateo County History Museum at 2200 Broadway. Going forward, SMCHA will now operate the Lathrop House in the same manner it does for Sanchez Adobe and Woodside Store sites, under an agreement approved by your Board in 2018.

 

In addition, the SMCHA is in the process of planning for and designing a Carriage House, which will be constructed adjacent to both the Lathrop House and the San Mateo County History Museum.  The Carriage House will house the SMCHA’s unique collection of historical vehicles and will also contain event space.  SMCHA has begun the pre-construction work necessary to initiate and complete construction of the Carriage House.

 

DISCUSSION:

In order to complete the necessary pre-construction planning and design work for the Carriage House, the SMCHA requests the funding provided by this agreement.  In exchange for this funding, the County shall have the right to use the Carriage House facility for at least 15 days per year. Any such use shall be coordinated and scheduled with SMCHA at least 10 business days prior to each event, and shall be at no cost to the County.

 

The SMCHA is the lead historical group in San Mateo County and has the expertise and volunteer base to operate and provide programming for the planned Carriage House, as it does for the County History Museum, Sanchez Adobe Historic Museum, the Woodside General Store, and the Lathrop House. Therefore, it is in the interest of the County to assist SMCHA’s efforts to complete the Carriage House project.

 

County Counsel has reviewed and approved the resolution as to form.

FISCAL IMPACT:

The term of this agreement is December 10, 2019, through December 31, 2021 and for an amount not to exceed $475,000 in non-departmental funds. This amount has been included in the Adopted FY 2019-20 budget.
