BACKGROUND:

The need to document crime scenes is a vital part of any comprehensive investigation. The Leica Scanner is a surveying instrument used by Sheriff’s Office Forensic Laboratory staff to scan and photograph images from crime scenes.

 

These scanners are routinely updated and improved. The scanner that is currently utilized by the Forensic Lab has been in use for over 5 years and in need of replacement. After extensive research, it was determined that the Leica RTC360 Laser Scanner is the appropriate solution for the Sheriff’s Office Forensic Laboratory. The Leica RTC360 Laser Scanner has specific performance points that cannot be matched by any other scanner currently on the market.

 

The Leica RTC360, features numerous improvements and technology enhancements including the ability to convert laser scans and photographs into 360-degree 3D renderings of crime scenes.  From these 3D computer models, accurate measurements can be obtained, evidence interrelationships can be observed, and eye witness statements can be evaluated. Furthermore, the Leica RTC360 Laser Scanner is one of the few devices that produces compelling evidence that is accepted by the courts.

 

DISCUSSION:

Precision Survey Supply, LLC is the only authorized vendor of the Leica RTC360 Laser Scanner.  The lease agreement with Precision Survey Supply, LLC will allow the Sheriff’s Office Forensic Lab to replace the outdated scanner currently utilized with the latest model, which features numerous improvements and technology enhancements. These improvements and enhancements will greatly increase the understanding of crime scene environments for investigators, prosecutors, and defense attorneys and allow crime scenes to be processed in a more precise and efficient manner. Since Precision Survey Supply, LLC is the only authorized vendor of the Leica RTC360 Laser Scanner, it is in the County’s best interest to waive the Request for Proposal process and enter into an agreement for a five-year term expiring November 29, 2024.

 

The Resolution and agreement have been reviewed and approved as to form by County Counsel.

 

PERFORMANCE MEASURE:

Utilizing the leased Leica RTC360 Laser Scanner at all crime scenes that the Sheriff’s Office Forensic Laboratory responds to will decrease the time to process these crime scenes.  Each laser scan and photograph will replace the current process of hand diagrams and measurements.

 

These 360 degree laser scans and photographs are completed in approximately three (3) to five (5) minutes, versus an average of two (2) hours to perform these same tasks manually as is currently done.  Employing this technology for all Crime Scene Processing Staff will also standardize crime scene processing to the same level of quality and consistency.

 

FISCAL IMPACT:

The term of the agreement is November 30, 2019 through November 29, 2024, in an amount not to exceed $121,777, which has been included in the Sheriff's Office FY 2019-20 Adopted Budget.
