Adopt a resolution authorizing an amendment to the Memorandum of Agreement with the San Mateo Health Commission dba the Health Plan of San Mateo to allocate grant monies for Recuperative Care services in an amount not to exceed $340,463, with no change to the term of the agreement.

BACKGROUND:
Whole Person Care (WPC) is a pilot program funded under the five-year renewal of California’s Section 1115 Medicaid Waiver (Medi-Cal 2020). San Mateo County Health (SMCH) is implementing the WPC pilot to provide a coordinated, efficient, and effective delivery of medical, behavioral health, and social services to the County’s highest-risk and vulnerable populations. Through an agreement with the California Department of Health Care Services (DHCS), SMCH receives up to $16,536,771 in new revenue annually, with funds rolling over from year to year, as needed, for WPC services.
Your Board approved the allocation of Measure K funds - $1,000,000 in FY 2016-17 and $2,000,000 per fiscal year thereafter - for housing services for WPC clients. In an effort to create new residential services that meet the needs of individuals experiencing homelessness among the WPC population, the Health Plan of San Mateo (HPSM) has engaged a contractor to provide Recuperative Care services. Recuperative Care provides a safe discharge from an inpatient hospital stay for persons who are homeless and require a safe, clean and staff-monitored location to recover from illness or injury.
DISCUSSION:
On July 1, 2019, DHCS approved SMCH’s Budget Rollover request to allocate $340,463 in grant monies for the start-up of Recuperative Care services and six months of operating costs.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The HPSM has engaged a contractor to prepare a site with a six-bed capacity that is appropriate for Recuperative Care services. It is anticipated that 85% of Recuperative Care clients will express satisfaction with the services provided.

FISCAL IMPACT:
The term of the amended agreement is October 1, 2019 through December 31, 2020. The amount of the amendment agreement is not to exceed $340,463 for the 15-month term. This amount is funded by WPC and is included in the Public Health Policy & Planning FY 2019-20 Approved Budget. There is no Net County Cost associated with this agreement.
