B)                     Authorizing the Director of Public Works to execute subsequent change orders up to a maximum aggregate amount, not to exceed, $172,950 or 10 percent of the agreement.

BACKGROUND:

The Department of Public Works (Department) was notified by Siemens Industry, Inc. that as of December 2018 the existing MXL fire alarm system at the San Mateo Medical Center (SMMC) would become obsolete. The Capital Improvement Program appropriated funds to begin the process of upgrading the current system.  The project was scheduled to be delivered in two phases. 

 

Phase One consisted of the fire alarm system firmware and software upgrade. Phase One was completed during the third quarter of 2018. In order to maintain the systems compatibility, other fire alarm vendors cannot perform the required proprietary programming and configuration upgrades to the existing components and software. 

 

The Siemens Fire Alarm System is recognized by the California Office of Statewide Health Planning and Development (OSHPD) as SMMC’s Networked Fire Alarm System.

 

The project is now scheduled to begin Phase Two of the project. Phase Two will integrate the new networked XLS fire alarm panels; replace control units at the respective control rooms and test the fire alarm system in accordance with CA OSHPD requirements. 

 

This upgrade will maintain the reliability of the fire alarm system at the SMMC and comply with current building code.

 

DISCUSSION:

The Department is recommending an agreement with Siemens Industry Inc. for engineering, programming, component, and device replacement services of the fire alarm system. This would maintain SMMC’s networked fire alarm system design continuity, conformance to OSHPD building code, and leverage previous work for expeditious execution of the project.

 

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The agreement is in the amount of $1,729,500 for the term of for the term of December 10, 2019 to December 09, 2021. Funding for this agreement has been established within the 2018 Series A Lease Revenue Bonds for Capital Construction at the San Mateo Medical Center.

 

There is no additional General Fund impact.
