BACKGROUND:

With its mission of assisting victims of crime through offender accountability and rehabilitation, the Probation Department utilizes urine and oral fluids drug and alcohol screening tests to ensure offender compliance to their conditions of probation. For decades, probation departments across the state and nation have used urine drug and alcohol screening technologies to assist in casework in order to provide prompt offender interventions and resources.

 

Since 2013, through a three-quote solicitation process, Probation has contracted with Redwood Toxicology Laboratory for its urine drug and alcohol screening tests. Redwood Toxicology Laboratory provides the most sophisticated and sensitive equipment and technology to screen and confirm drugs in the urine and saliva. A survey of Probation departments across the state also shows that Redwood Toxicology is the most widely used laboratory service.

 

DISCUSSION:

Through this agreement, the Probation Department will continue to administer urine and oral fluids drug and alcohol screening for both juveniles and adults on probation, which is a necessary component of community supervision to ensure public safety in San Mateo County communities.

 

The Probation Department is also seeking a waiver of the Request for Proposals process in order to execute this contract. It is in the County’s and the Department’s best interests to execute this agreement with the Contractor to ensure that it continues its business model of providing needed urine and oral fluids drug and alcohol screening services to juvenile and adult probationers.

 

The Probation Department requests that the Chief Probation Officer or his designee is authorized to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000.00 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

The term of the agreement is from January 1, 2020, through December 31, 2022. The Agreement and Resolution have been reviewed and approved by County Counsel.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by strengthening and enhancing the Probation Department’s casework tools to provide prompt offender interventions that will support community safety and wellbeing.

FISCAL IMPACT:

The term of the contract is January 1, 2020, through December 31, 2022. The total obligation is $215,000 and will be 100% funded through the department general fund. The funds have been included in the FY 2019-20 adopted budget and FY 2020-21 recommended budget and will be included in the FY 2021-22 and FY 2022-23 budgets.
