BACKGROUND:

The County of San Mateo operates a multi-technology countywide radio system that supports critical public safety and non-public safety communications. This system supports the County, local law enforcement, fire, medical, and public services agencies and is interconnected through an extensive network-backbone comprised of microwave-radio, optical-fiber, and leased-circuit facilities. To monitor the County’s radio systems health and status, the Information Services Department (ISD) uses the Motorola Supervisory Control and Data Acquisition (MOSCAD) system.

 

In September 2009, the County released Request for Proposals (RFP) #ISD1801 for the design and implementation of a P25/700 MHz system, replacing the former UHF Smartzone 4.1 trunked system to improve public safety communications and enhance regional interoperability. In April of 2010, the County and Motorola, Inc. entered into a multi-phase agreement via Resolution No. 070735 for the construction of the P25/700 MHz Radio/Public Safety System.

 

DISCUSSION:

Currently, the County does not have a comprehensive support agreement for its primary radio system. This agreement will provide critical updates that support the County’s entire trunked radio system core, the emergency backup conventional systems, and the physical plant monitoring with hardware, software, and technical support. The agreement will also provide the ability to receive support on future system components.

 

The current public safety monitoring system MOSCAD now installed to support the County public safety radio system monitoring and alert system is over 18 years old and most of the physical system components and sensors are at end of life and some are no longer supportable. The current system cannot monitor some of the new system components (software and hardware) due to the age of this monitoring system. This agreement is needed to update the entire MOSCAD system hardware and software at all County radio communications major and minor sites, as well as at the County’s mutual aid (cities and districts) sites. The upgrade will support the County’s entire trunk radio system core, emergency backup for conventional systems and physical plant monitoring, and will provide the ability to accept future system enhancement.

 

The Information Services Department hereby requests waiving the Request for Proposals (RFP) process as Motorola is the only vendor that can provide and implement the MOSCAD solution and provide the lifecycle sustainment support services.

 

County Counsel has reviewed and approved the resolution and agreements as to form.

 

Approval of these agreements will contribute to the performance measure by cost effectively upgrading the County’s radio communication system.

FISCAL IMPACT:

The term of the agreement for the lifecycle sustainment and maintenance services is from December 3, 2019 through December 2, 2021, with a not to exceed amount of $1,845,965. The term of the agreement for the MOSCAD upgrade is December 3, 2019 through December 2, 2021, with a not to exceed amount of $682,704. The agreements are funded by SB172, and appropriate funds have been included in ISD’s FY 2019-21 Adopted Budget.
