Adopt a resolution authorizing an agreement with CODY Computer Services, Inc. to expand upon the Northern California Regional Intelligence Center’s data analysis and workflow management system for a term commencing December 13, 2019 through December 12, 2023, in an amount not to exceed $200,000.

BACKGROUND:

The United States Department of Homeland Security and the State of California has designated the Northern California Regional Intelligence Center (NCRIC) as the regional Fusion Center for the San Francisco Bay Area.  Since 2009, the NCRIC has served as the focal point for the receipt, analysis, gathering, and sharing of threat-related information between the federal government and state, local, tribal, territorial, and private sector partners.  To promote such multi-jurisdictional collaboration, analysis, and sharing and to achieve and report measureable success against threats in the NCRIC’s area of responsibility, the NCRIC entered into an agreement with Executive Information Systems, LLC (EIS) for its data analysis and work flow management system.  The agreement was approved by this Board on April 9, 2019 through Resolution No. 076544.

 

DISCUSSION:

The NCRIC would like to expand upon its current data analysis and work flow management system with the addition of COBRA.NET and C.tac software licenses and support.  CODY Computer Services, Inc. is a sub-contractor with EIS and is the only vendor that can install, license, configure, and maintain the C.tac software that will leverage the existing work done with NCRIC’s current EIS contract.  This additional software and support will enhance the NCRIC’s analytic capabilities and will allow additional agencies in the 15 counties that NCRIC serves to access its information by permitting the agencies’ different software systems to communicate with NCRIC.  The CODY software will also upgrade the user interface for both NCRIC and its partners.

 

The Sheriff’s Office is requesting this Board to accept the agreement with CODY Computer Services, Inc. to expand upon the NCRIC’s data analysis and workflow management system for a term commencing December 13, 2019 through December 12, 2023, in an amount not to exceed $200,000.

 

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to this agreement which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

In addition, the Sheriff’s Office is requesting this Board to waive the competitive bidding process for this agreement because the COBRA.NET and C.tac systems are only sold and licensed directly from the developer, CODY Computer Services, Inc.  CODY is the only vendor that can provide software compatible with the system that NCRIC already has through EIS.

 

County Counsel has reviewed and approved the Resolution and agreement as to form.

FISCAL IMPACT:

The agreement is for a term commencing December 13, 2019 through December 12, 2023, in an amount not to exceed $200,000.  All costs associated with the NCRIC operation are 100% reimbursable from federal and state funds.  There will be no Net County Cost associated with this agreement.
