BACKGROUND:

New funding from California Department of Aging (CDA) is allocated for the CalFresh Expansion program in the amount of $11,419 for the term July 1, 2019 to June 30, 2020. The goal of the CalFresh Expansion program is to educate the community about the reversal of the CalFresh eligibility policy known as “cash-out,” under which Supplemental Security Income/State Supplemental Payment (SSI/SSP) recipients were ineligible for CalFresh. “Cash-Out” refers to the 1974 policy giving states the option to increase monthly SSP funds to SSI/SSP recipients by $10.00 in lieu of providing them with federal food benefits. California is the last state to reverse the SSI/SSP cash-out policy. The Cal-Fresh Expansion also strives to provide CalFresh application assistance to SSI/SSP recipients that are age 60 years and older, and disabled adults in California.  

 

DISCUSSION:

CalFresh, known federally as the Supplemental Nutrition Assistance Program (SNAP), provides monthly food benefits to low-income individuals and families. The issued Electronic Benefit Transfer (EBT) cards can be used to purchase food at participating markets and food stores. The County’s Aging and Adult Services (AAS) division will conduct outreach activities under CalFresh Expansion to provide application assistance and educational materials to SSI/SSP recipients.

 

AAS requests that your Board authorize the Chief of San Mateo County Health or her designee to execute the funding agreement(s) with the CDA, and any subsequent amendments to accept funding for CalFresh Expansion during the contract term.

 

The resolution has been reviewed and approved by County Counsel as to form, and all agreements will be approved by County Counsel as to form. This agreement is late coming to your Board due to late receipt from the State.

 

It is anticipated that approximately 1,634 SSI recipients will be eligible for CalFresh benefits and will receive outreach and education materials.

FISCAL IMPACT:

The term of the CalFresh Expansion contract is July 1, 2019 through June 30, 2020, in an amount not to exceed $11,419. Of this total, $5,709.50 is expected to come from the State and $5,709.50 is expected to come from the Federal Funds. There is no County net cost.
