BACKGROUND:
New funding from California Department of Aging (CDA) is allocated for the CalFresh Expansion program in the amount of $11,419 for the term July 1, 2019 to June 30, 2020. The goal of the CalFresh Expansion program is to educate the community about the reversal of the CalFresh eligibility policy known as "cash-out," under which Supplemental Security Income/State Supplemental Payment (SSI/SSP) recipients were ineligible for CalFresh. "Cash-Out" refers to the 1974 policy giving states the option to increase monthly SSP funds to SSI/SSP recipients by $10.00 in lieu of providing them with federal food benefits. California is the last state to reverse the SSI/SSP cash-out policy. The Cal-Fresh Expansion also strives to provide CalFresh application assistance to SSI/SSP recipients that are age 60 years and older, and disabled adults in California.

DISCUSSION:
CalFresh, known federally as the Supplemental Nutrition Assistance Program (SNAP), provides monthly food benefits to low-income individuals and families. The issued Electronic Benefit Transfer (EBT) cards can be used to purchase food at participating markets and food stores. The County's...
