B)                     Approving an Appropriation Transfer Request in the amount of $70,000 to establish a budget appropriation and revenue for the Northern California High Intensity Drug Trafficking Area’s Prevention Initiative.

BACKGROUND:

In 2017, the Northern California High Intensity Drug Trafficking Area (NC HIDTA) created the Prevention Initiative to facilitate collaboration between law enforcement, local and state public health agencies, the California National Guard Counterdrug Task Force Program, the Californians for Drug Free Youth and Community Based Organizations.  Because the NC HIDTA recognized that a critical partnership with the public health sector was required for the success of the Prevention Initiative, the NC HIDTA began collaboration meetings with local public health agencies and the California Department of Public Health.  These collaboration meetings connected the NC HIDTA and The Regents of the University of California, which submitted a grant application for funding under the FY 2018 Comprehensive Opioid Abuse Site-based Program. 

 

On September 28, 2018, The Regents of the University of California received a federal grant award in the amount of $999,175 from the U.S. Department of Justice Office of Justice Programs for its FY 18 Comprehensive Opioid Abuse Site-based Program grant application.  Of this amount, The Regents of the University of California awarded the NC HIDTA $70,000 for its Prevention Initiative.  The NC HIDTA will utilize these funds to improve collaboration, information sharing, and strategic decision-making of regulatory and law enforcement agencies and public health officials to address prescription drug and opioid misuse, save lives, and reduce crime.   

 

DISCUSSION:

The Sheriff’s Office is requesting this Board to accept the agreement with The Regents of the University of California for the NC HIDTA’s Prevention Initiative for a term commencing January 1, 2019 through September 30, 2021, in an amount not to exceed $70,000.

 

In addition, the Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to this agreement that modify the County’s maximum fiscal obligation by no more than 10% of the grant (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

County Counsel has reviewed and approved the resolution and the agreement with The Regents of the University of California as to form.

FISCAL IMPACT:

The agreement is for a term commencing January 1, 2019 through September 30, 2021, in an amount not to exceed $70,000.  All costs associated with the NC HIDTA operation are 100% grant reimbursable from federal and state funds.  There will be no Net County Cost incurred.
