BACKGROUND:

On June 5, 2018, the Board of Supervisors approved an agreement with The Multicultural Institute by Resolution No. 075929 for the term of July 1, 2018 through June 30, 2020 in a total amount not to exceed $332,000 to provide street-based outreach employment matching services to day laborers and employers. Through these outreach services, the safety of the public is ensured, the economic concerns of the community are addressed, and self-sufficiency in the community is increased by linking day laborers to employment and vocational services in the community.

 

The Multicultural Institute was chosen as the vendor that could best provide these services to the Fair Oaks Community after the Human Services Agency conducted a Request for Proposals (RFP) in January of 2018.

 

DISCUSSION:

For almost 30 years, The Multicultural Institute has been providing street-based community outreach services to day laborers and employers as it has been doing through the current Agreement in the Fair Oaks Community of Redwood City in the past year and a half. Its efforts have significantly improved public relations in the community and linked day laborers with employers, existing training programs, and a variety of social services, including legal, medical, and educational services. In order to ensure the continuation of these services, this amendment adds funding in the amount of $186,185 for a cost of living adjustment in FY 2019-20 and extends the Agreement for an additional year through June 30, 2021.

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing an amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

This amendment to the Agreement allows for the continuation of services to approximately 200-day laborers each year through outreach, employment matching, and supportive services. This outreach offers them the opportunity to obtain jobs and assists them in becoming self-sufficient. It is anticipated that 60% of day laborers will obtain a job each year through the services in this agreement.

FISCAL IMPACT:

This amendment increases the amount of the agreement by $186,185 for a total agreement obligation of $518,185 and extends the term by one year from July 1, 2018 to June 30, 2021. This amendment is funded entirely with Net County Cost. The amended amount of $186,185 has been included in the FY 2019-20 Adopted Budget and FY 2020-21 Recommended Budget.
