BACKGROUND:
The San Mateo County STD/HIV Program (SMSH) has received Ryan White A funding through the City and County of San Francisco to provide housing services to San Mateo County residents affected by HIV/AIDS. For the past 20 years, SMSH has contracted with Mental Health Association of San Mateo County (MHA) to provide housing and housing-related services.

DISCUSSION:
Under this agreement, MHA will provide short-term rent and mortgage assistance to County residents affected by HIV/AIDS. A Request for Proposals was released in January 2017, and MHA was the sole participant with a proposal to provide housing and related services. The selection committee reviewed the proposal and determined that the proposal met service requirements.

The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to delays in the authorization of federal funding.

It is anticipated that these services will enable 95% of clients receiving housing assistance services to maintain or improve their quality of life.
