BACKGROUND:

On June 4, 2019, your Board approved an agreement with El Centro de Libertad (El Centro) to provide substance use disorder treatment services, for the term July 1, 2019 through June 30, 2021, and mindfulness-based substance abuse treatment services, for the term July 1, 2019 through December 31, 2019, for a maximum obligation of $1,144,907.

 

On September 24, 2019, your Board approved the FY 2019-20 Adopted Budget.  Previously, on June 25, 2019, your Board received the FY 2020-21 Preliminary Recommended Budget. These budgets included a 4% Cost of Living Adjustment (COLA) for Behavioral Health and Recovery Services community-based organizations that provide mental health services and substance abuse disorder services.

 

DISCUSSION:

Through the Drug Medi-Cal Organized Delivery System (DMC-ODS) waiver, El Centro provides substance use disorder outpatient group and individual treatment to adolescent and adult County residents. These services focus on an individualized outpatient treatment program that includes family group therapy, alcohol and drug testing, relapse prevention, adolescent treatment, and anger management.

 

It is now necessary to amend this agreement to add the COLA to FY 2019-20 and FY 2020-21 and extend the mindfulness-based substance abuse treatment pilot through June 30, 2020 to accommodate the Request for Proposal release date for these services, increasing the amount of the agreement by $90,409 to an amount not to exceed $1,235,316.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by County Counsel as to form. 

 

Successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care. It is anticipated that 77% of clients will achieve a successful treatment discharge.

FISCAL IMPACT:

The term of the agreement is July 1, 2019 through June 30, 2021. The amount of the amended agreement is not to exceed $1,235,316. The amendment increases the contract amount by $90,409. Of this amount, $44,600 is included in the BHRS FY 2019-20 Adopted Budget. Mental Health Services Act will fund $22,145, Federal Financial Participation will fund $2,516, 2011 Realignment will fund $674 and AB109 will fund $664. The remaining $18,601 is Net County Cost.
