Adopt resolutions:
A) Authorizing the Sheriff or Sheriff’s designee(s) to submit a grant application to the State of California Governor’s Office of Emergency Services for administration of the United States Department of Homeland Security’s Homeland Security Grant Program award to enhance the capabilities for local first responders in an amount not to exceed $2,900,000; and
B) Authorizing the Sheriff or Sheriff’s designee(s) to execute on behalf of the County of San Mateo all necessary applications, contracts, agreements, amendments, payment requests, and grant assurances for the purpose of securing and spending funds that may be awarded pursuant to this grant application, and implementing and carrying out the purposes specified in the grant application; and
C) Approving an Appropriation Transfer Request in the amount of $871,501 to establish a budget appropriation and revenue for the FY 2019 State Homeland Security Grant Program.

BACKGROUND:
Since 2001, the San Mateo County Area Office of Emergency Services (SMCOES) has applied for and received State Homeland Security Grant Program (SHSGP) funds from the State of California Office of Emergency Services (Cal OES).
The SHSGP is a core assistance federal grant program that provides funds to build capabilities at the state and local levels and to implement the goals and objectives included in the state preparedness report based on identified threats and hazards.
The FY 2019 SHSGP funds will be used to prevent terrorism and to prepare for threats and hazards that pose a risk to the security of the region and the nation.
DISCUSSION:
Changes in local, state, national, and international conditions have precipitated the need for reviewing, updating, and improving current preparedness, response, and recovery plans and procedures. Funding from the FY 2019 SHSGP will be used to 1) Continue support of the Bay Area fusion center, Northern California Regional Intelligence Center (NCRIC); 2) Purchase urban search and rescue (USAR) equipment for the South San Francisco Fire Department’s USAR team; 3) Fund phase II of the unmanned aerial system for Countywide use with Redwood City Fire as the project lead; 4) Conduct a countywide emergency operations center (EOC) exercise; 5) Fund countywide training in all- hazard operations for emergency managers in emergency operating centers; 6) Hire a contractor to write a Debris Management Plan for the County and cities; 7) Purchase two generators for use during a large event or incident in the County; and 8) Purchase a hose tender truck for placement with a To Be Determined fire agency located in the South end of the County.
Of the $2,900,000, $2,028,490 is currently included in the Sheriff’s Office FY 2019-2020 budget for the NCRIC and an Appropriation Transfer Request (ATR) is therefore not needed for those funds. An ATR in the amount of $871,501 is needed to establish a budget appropriation and revenue for the remaining projects managed by the San Mateo County Office of Emergency Services (items #2-8, above).
County Counsel has reviewed and approved the Resolution as to form.

FISCAL IMPACT:
The FY 2019 State Homeland Security Grant Program award is for an amount not to exceed $2,900,000. Existing Office of Emergency Services staff will be used to administer this grant. There will be no Net County Cost incurred.
