BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: the amount of the proposed grant is less than the $10,000 minimum provided for in the criteria. The exception from the criteria is necessary in this instance because the small grant will allow the club to hold their annual conference free of charge to the youth and adults who attend. The Board may approve this exception to the criteria by adopting the resolution.

 

 

PROJECT SUMMARY:

This is a request to authorize a grant to Sequoia High School Union School District and resulting grant agreement in an amount not to exceed $3,000 for funding for the Sequoia High School Dream Club’s (“Dream Club”) annual High School Dreamers Unite Conference and Conference for Immigrants and Allies. The County Manager’s Office will administer and manage the proposed agreement.

 

The Dream Club was founded in 2008 when several hardworking undocumented students were accepted to four-year universities but realized they would not be able to attend because they would not receive financial aid. This realization also made them acutely aware of their vulnerable status in this country. The club was formed as an organization for both emotional support and to find ways to continue their education beyond high school. The Dream Club now has 40 active members, a mix of both undocumented students and allies, many of whom have undocumented family members. The Dream Club provides a safe space for students who often face challenges due to their immigration journeys.

 

Specifically, this $3,000 Measure K district-discretionary grant will be used to fund the Dream Club’s annual conference events. In its 8th year and facilitated solely by youth, the High School Dreamers Unite Conference will be held on February 29, 2020 and is free for all to attend with an attendance goal of 150. The Conference for Immigrants and Allies is the adult-track to the Dreamers conference and began in 2017 to address the climate of uncertainty and fear faced by many immigrant families. The goal for the adult conference, which is also on February 29, 2020, is 70 adult participants.

 

Total Measure K Request: Not to Exceed $3,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
