Subject:                      San Mateo Health Campus Johnson Controls International Agreement

RECOMMENDATION:

title

Adopt a resolution waiving the Request for Proposals process and authorizing an agreement with Johnson Controls International to furnish and install security and access control systems in an amount not to exceed $156,864.

body

BACKGROUND:

The County of San Mateo utilizes a cardkey security system to maintain building access control for safety and security purposes.  The cardkey security system at the San Mateo Health Campus is provided by, Johnson Controls International (JCI).

DISCUSSION:

The Nursing Tower and Central Plant renovation project at the San Mateo Medical Center require modifications to the access control system provided by JCI. To ensure effective interoperability with existing controls and efficiency for maintenance and use, the PDU recommends an agreement with JCI.  Because no other firm exists that can ensure the same engineering, programming, products, methods, warranty continuity, and integration, the PDU recommends the RFP process be waived.

The Resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

County Counsel has reviewed and approved the resolution as to form.

FISCAL IMPACT:

Appropriations for this agreement are appropriated in the Fiscal Year 2018-19 Adopted Budget for the Health Campus Upgrade Project. There is no new Net County Cost associated with this resolution.
