Adopt a resolution authorizing an amendment to the Agreement with CML Security to repair and/or replace damaged safety equipment and make other necessary upgrades to our correctional facilities, extending the term through June 30, 2020, and increasing the amount by $150,000, to an amount not to exceed $420,653.90.

BACKGROUND:

In January 2018, the Board of Supervisors approved a contract with CML Security (Resolution No. 075691) for the maintenance and installation of safety equipment at the Maguire Correctional Facility and the Maple Street Correctional Center. In June 2018, the Board of Supervisors approved Amendment One to the Agreement with CML Security which increased the amount of the Agreement in order to address the need for additional security coverage of the inmate recreation yards. In October 2018, the Board of Supervisors approved Amendment Two to the Agreement with CML Security which extended the term of the Agreement and further increased the amount for the purpose of increasing security coverage to meet requirements of a new federal mandate for the prevention of sexual assaults of inmates (PREA).

 

DISCUSSION:

Both correctional facilities are currently in need of additional upgrades and repairs due to continuous use and property damage caused by inmates. This excessive abuse has caused locks and safety equipment to fail. As we continue to focus on reducing recidivism by providing an environment that is conducive to the well-being and development of inmates, it becomes even more important to provide a safe and secure environment.

 

Approval of this amendment will allow the Sheriff’s Office to repair the flooring in the outdoor recreation area of the Maguire Correctional facility; upgrade the Maple Street Correctional Center’s security camera system; replace damaged doors and locks and install additional cardkey readers throughout both correctional facilities; and repair property that has been damage by inmates.

 

The Resolution and agreement have been reviewed and approved as to form by County Counsel.

 

FISCAL IMPACT:

The amendment to the agreement with CML Security increases the amount by $150,000 which has been included in the Sheriff's Office FY 2019-20 Adopted Budget.
