BACKGROUND:

In November 2016, your Board approved an agreement with CEP America - California (CEP) to provide emergency and correctional health services.

 

DISCUSSION:

SMMC has an ongoing need for emergency services. A new agreement for emergency department and correctional health professional medical services has been delayed due to prolonged negotiations. Therefore, SMMC is requesting that your Board extend the term of the current agreement through March 31, 2020, with an associated increase in funding.

 

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

The amendment and resolution have been reviewed and approved by County Counsel as to form. The amendment is coming to your Board late due to the prolonged negotiations mentioned above.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

The County’s Contract Compliance Committee has approved a waiver request to extend

the agreement by an additional six months beyond the current term.

It is anticipated that fewer than 2.5% of patients presenting to the Emergency Department (ED) will leave without being seen.

FISCAL IMPACT:

The term of the revised agreement is October 1, 2016 through March 31, 2020. The amount of the agreement is not to exceed $8,400,000. The amendment increases the contract amount by $1,200,000. Funds in the amount of $1,200,000 are included in the SMMC FY 2019-20 Adopted Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC, and is within the existing annual appropriation.
