B)  Authorizing an Appropriation Transfer Request (ATR) in the amount of $217,285 transferring revenue from Asset Forfeiture and Range Renovation funds and increasing appropriations to Fixed Assets.

BACKGROUND:

In September 2018, the Thomas and Stacey Siebel Foundation and John Arrillaga jointly offered to plan, design, construct, install, equip, and donate $4,500,000 for the construction of a state-of-the-art outdoor firearms training facility to be used predominately for modern firearms training and additional improvements to the Coyote Point Recreational Facility. In December 2018, the Board adopted Resolution Number 076312 which authorized acceptance of the $4,500,000 donation and the County’s contribution of the remaining $3,500,000 to complete the project.

 

DISCUSSION:

The San Mateo County Sheriff’s Office is currently in the process of constructing a new indoor simulated firearms training facility at the current Coyote Point Range site. Action Target offers a non-ballistic training tool which would broaden the training capability of this new training facility. This solution is referred to as the Training Ammunition Combat (TAC) House. The TAC House is an important training tool that is designed for a variety of training uses. The modular design of the TAC House gives trainers the ability to rapidly convert any outdoor or indoor space into a realistic training facility. The TAC House is offered in a wide variety of layouts or kits. TAC House Kit #4 best fits the needs of the Coyote Point range.

 

The Sheriff’s Office is requesting the competitive proposal process be waived as the new indoor training facility’s layout, foundation, and lighting were specifically designed to optimize the TAC House Kit #4’s footprint and training capabilities. The Sheriff’s Office has utilized Action Target components for other areas of the range and has been very pleased with the quality of the products. Executing the agreement with Action Target for the purchase of a TAC House will allow the Sheriff’s Office to maintain continuity of services, support, and supplies already provided by Action Target.

 

The resolution has been reviewed and approved as to form by County Counsel.

 

FISCAL IMPACT:

Approval of the Appropriation Transfer Request in the amount of $217,285 will enable purchase of the TAC House and will be supported by a reallocation of Asset Forfeiture and Range Renovation funds. There is no Net County Cost associated with this purchase.
