B)                     Approve the reappointment of Jody Greenhalgh as one of the five required consumer representatives for a first full term ending October 31, 2023; and

 

C)                     Approve the reappointment of David Goldschmid for a second term as the representative of the San Mateo Medical Association which term shall end on October 31, 2023.

BACKGROUND:

The Emergency Medical Care Committee (EMCC) is responsible for reviewing and reporting its observations and recommendations to the San Mateo County Board of Supervisors and local Emergency Medical Services Agency (EMS Agency) regarding the emergency medical services system. The Committee monitors and presents recommendations to improve emergency medical care in San Mateo County.

 

The EMCC consists of 20 members appointed by the Board, for terms of four years, for up to three consecutive terms.  Among EMCC’s 20 members, it must have, among other requirements:  (a) two fire service representatives, at least one of whom is a representative of the San Mateo County Fire Chiefs Association; (b) five consumer representatives who have no pecuniary or professional interest in emergency medical care, and whose primary residence is in San Mateo County; and (c) one representative of the San Mateo County Medical Association.

 

DISCUSSION:

On March 12, 2013, and May 24, 2016, the Board approved the reappointment of Ron Myers to the EMCC for a second term and third term as the fire service representative to the EMCC representing the San Mateo County Fire Chiefs Association. Due to an administrative oversight, the term end dates were set one year short of the standard four-year term stipulated in Section III of the EMCC bylaws thus resulting in Chief Myers’ current term expiring on March 31, 2020, instead of March 30, 2121. The recommended Board action will address this issue and extend Chief Myers’ current term by one year.

 

The EMS Agency supports the reappointment of Jody Greenhalgh, who has served a partial term on the committee since 2018 as one of the five consumer representatives. Ms. Greenhalgh brings to the EMCC over 30 years of experience as an Occupational Therapist and is an active member of the San Mateo County Critical Incident Stress Management Team.

 

The EMS Agency supports the reappointment of David Goldschmid, who has served on the committee since 2015 as the representative for the San Mateo Medical Association. Dr. Goldschmid brings to the EMCC over 30 years of experience as an emergency physician and member of the San Mateo County Medical Association.
