BACKGROUND:

SB 1870 created the San Francisco Bay Area Regional Water System Financing Authority (RFA) and was aimed at improving public water supplies for the Bay Area. Through the RFA, cities, special districts and other water suppliers in the Bay Area that rely on the San Francisco regional water system are able to participate directly in the financing of necessary repairs to the San Francisco regional water system independently of San Francisco.

The enabling act for the RFA allows the San Mateo County Board of Supervisors to appoint a director to represent the residents of the California Water Services Company (Cal Water) service area for an unlimited number of terms, confirming its re-appointment at the end of each term, or may replace him or her at the end of each term.  RFA Directors serve for a four-year term.

DISCUSSION:

Supervisor Carole Groom would like to be reappointed to serve as a Director to the Board of San Francisco Bay Area Regional Water System Financing Authority (RFA) for one more term.

FISCAL IMPACT:

None.
