BACKGROUND:
The Peninsula Conflict Resolution Center (PCRC) teaches Conflict Transformation and Anger Management to inmates in the County's adult correctional facilities. The program consists of 10 modules focusing on understanding conflict styles, de-escalating and diffusing anger, effective listening, and other topics, thereby increasing their ability to make conscious, positive changes and choices during their incarceration and upon release.

DISCUSSION:
The County has contracted with PCRC for these services since 2017. PCRC has a unique ability to provide services to inmates by utilizing a curriculum developed specifically for inmates at a reasonable cost. Therefore, it is in the best interest of the County to waive the Request for Proposals process and continue to contract with the PCRC on the basis of being a sole source provider of the teaching of Conflict Transformation to the incarcerated population in the County of San Mateo.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, nondiscrimination and equal benefits.
