BACKGROUND:
Telecare Corporation (Telecare) operates Cordilleras Mental Health Rehabilitation Center (Cordilleras). Cordilleras provides psychiatric treatment services and direct observation therapy services for non-adherent tuberculosis (TB) patients referred by local jurisdictions in Northern California. The California Department of Public Health (CDPH) allocates pass through funding to San Mateo County to pay Telecare for these services.

DISCUSSION:
CDPH has provided $104,025 in funding to reserve a bed at Cordilleras for the detainment of one non-adherent TB patient in the Northern California region.

The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Counsel as to form.

It is anticipated that approximately 63 active TB cases will be case managed by the County Health's TB Control Program to ensure that those patients are no longer infectious, with exposed contacts investigated and managed accordingly.
