Adopt a resolution authorizing an amendment to the agreement with AFON USA, Inc. dba Hillcrest Manor for board and care services, increasing the amount of the agreement by $30,239, to an amount not to exceed $477,275, with no change to the agreement term.

BACKGROUND:
Since 1985, your Board has approved resolutions authorizing expenditures for residential care facilities serving mentally ill clients, to provide residential care services for adults. The later services enhance successful community living and avoid a more costly and higher level of care.
On May 14, 2019, your Board approved an agreement with AFON USA, Inc. dba Hillcrest Manor for Board and Care Services, for the term of July 1, 2019 through June 30, 2022, in an amount not to exceed $447,036.
DISCUSSION:
AFON USA, Inc. dba Hillcrest Manor operates a 12-bed board and care facility for difficult to place clients and provides augmented services for seriously mentally ill clients who require a higher level of supervision and services. Examples of these higher-level services include: intensive mental health services, social skills training, and assistance with daily living activities.
On June 25, 2019, your Board approved a Cost of Living (COLA) increase. It is now necessary to amend this agreement to add the COLA adjustment, increasing the maximum amount by $30,239.
The amendment and resolution have been reviewed and approved by County Counsel as to form.
Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing residential board and care services to mentally ill clients. It is anticipated that 100% of board and care clients will be retained at this level of care.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2022. The amount of the amended agreement is not to exceed $477,275. The amendment increases the contract maximum by $30,239. Of that amount, $6,653 will be funded by Realignment and $23,586 will be funded by Net County Cost. $5,973 is included in the BHRS FY 2019-2020 Adopted Budget.
