BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans for grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects.  District Five has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum.

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to the Mid-Peninsula Boys & Girls Club (MPBGC), in an amount not to exceed $50,000, to provide curriculum, trainings, durable program supplies, and infrastructure upgrades for two of its clubhouses in Daly City’s Bayshore neighborhood. There is Bayshore Clubhouse located at the Bayshore School and there is the Bob & Rita DeLue Clubhouse. The County Manager’s Office will administer and manage the proposed agreement.

 

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     The Board of Supervisors approved a district-discretionary grant of $160,500 for the Mid-Peninsula Boys and Girls Club on June 25, 2019. The grant was to upgrade the roof and gym doors at the San Mateo clubhouse.

MPBGC is a community-based organization serving young people (ages 5-19) living in San Mateo County. MPBGC has five clubhouses located in central San Mateo County. The two clubhouses that will benefit from this proposed grant are the Bayshore Clubhouse located at the Bayshore School which serves the kids at the school and the Bob & Rita DeLue Clubhouse which serves all youth and is located at the Bayshore Community Center. Their mission is to inspire and enable all young people, especially those who need them most, to reach their full potential as caring, responsible, and productive citizens. MPBGC achieves its mission through the delivery of high-quality youth development programs focused on three priority outcome areas: Academic Success, Good Character & Leadership, and Healthy Lifestyles. These three “pillars” are the foundation of daily after-school programs, out-of-school-time camps, and school-based enrichment programs.

 

MPBGC is proposing a one-time request of $50,000 to update and enhance their facilities and program curriculum in Daly City’s Bayshore neighborhood to promote an optimal club experience. Funding will support the purchase of durable program supplies, upgrade existing equipment and infrastructure, and provide cutting edge common core aligned youth developer training and curriculum. Each funding priority listed will be completed by June 30, 2020.

 

Program Supplies & Electronics

MPBGC addresses the “Digital Divide” by familiarizing members with technology, particularly the use of electronics and the basic skills that are increasingly necessary to excel in school, the workplace, and their personal lives. Additional supplies will promote engagement in the arts and special events.

Infrastructure & Furniture

The main objective of upgrading some of the infrastructure and furniture is to continue a youth-led modernization project (started in 2017) aimed at creating a more engaging and inviting learning environment. Lightweight and mobile furniture will take the place of existing (largely donated and used) furniture in the multi-use rooms and the Aliya Rose Cullinane College & Career Success Center. Other investments aim to make the center more versatile. For example, the 2nd floor multi-use room can be subdivided into three separate rooms with the use of sliding dividers. However, rarely are all three rooms utilized at once as conversations from one room drown out those in others unless an empty room is kept in the middle. New soundproof room dividers would allow, for example, for a workforce development training in one room, an anti-vaping workshop presentation in the next, and a family game night in the third. Finally, the addition of some specialized equipment like upgraded water bottle-filling water fountains and a portable stage that could be used by other organizations throughout Daly City would add to the appeal and use of this isolated but important facility.

Common Core Aligned Curriculum and Youth Developer Training

MPBGC reduces the achievement gap by providing small group homework support and one-on-one tutoring for their members. However, youth staff are not in the classroom and need updated standards alignment training. Staff are also looking to share a cutting-edge curriculum with the Bayshore Elementary School District that will be used both during and after school in the District’s brand-new STEM labs. This curriculum is common in other more affluent or well-funded areas of the county and thanks to the foresight of the Bayshore Elementary School District, the STEM lab space is available.  The District now needs funding for the curriculum. California School Age Consortium (CalSAC) trainings will be adapted into fun and engaging sessions during MPBGC Study Hall and One-on-One Tutoring. The District already has a long partnership with CalSAC, which can provide affordable research-based trainings designed for out-of-school time professionals.

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2019-20 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2019-20 Adopted Budget.
