BACKGROUND:

The California Department of Public Health (CDPH) provides funding for HIV/AIDS surveillance activities, including collecting and submitting HIV/AIDS surveillance data to the office of AIDS, establishing and maintaining infrastructure for HIV surveillance, and maintaining data security and confidentiality. This information is utilized by the federal and state surveillance departments to obtain an accurate epidemic profile of HIV/AIDS in San Mateo County and establish levels of funding for prevention and care.

 

DISCUSSION:

CDPH funds will be utilized to offset the cost of a .75 FTE of a communicable disease investigator and .10 FTE of an epidemiologist. Together these County staff will investigate HIV/AIDS new cases, transmission modes, and case finding; visit hospitals for case finding; and perform case reviews and case reporting.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

This contract is late due to delays in receiving the agreement from the State.

FISCAL IMPACT:

The term of the agreement is July 1, 2019 through June 30, 2024. The amount of the agreement is not to exceed $448,170 for the five-year-term, of which $89,634 is included in the Public Health, Policy and Planning (PHPP) FY 2019-2020 Approved Recommended Budget. $358,536 will be included in the PHPP FY 2020-2021, FY 2021-2022, FY 2022-2023, and FY 2023-2024 Recommended Budget. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
