BACKGROUND:

On January 10, 2017, your Board adopted Resolution No. 074982, which authorized the Agreement with HydroScience Engineers, Inc. (HSE) to provide an updated feasibility study, permitting services, prepare plans and specifications, and provide bidding and construction administration support related to the Memorial Park Wastewater Treatment and Infrastructure Replacement Project in the amount of $1,000,240.

 

DISCUSSION:

Amendment No. 1 extends the term through January 1, 2021 and increases the not-to-exceed amount of the agreement to $1,433,888.  HSE performed the work necessary to design, permit, and complete the plans and specifications for bidding of the Memorial Park Wastewater Treatment Facilities Improvement Project (Project).  The contract for construction of the Project was awarded to Anderson Pacific Engineering and Construction. Construction commenced in August 2019 and is currently scheduled to be completed in August 2020.  HSE has been providing construction management and inspection services.

 

During the Project’s design phase, additional effort was necessary to evaluate the constructability of the Project given the limited access routes available within Memorial Park, which affects the maximum size and delivery of materials.  The wastewater treatment plant was originally envisioned as a prefabricated steel packaged treatment plant, which was determined to be infeasible given the access constraints.  This required HSE to design a wastewater treatment plant that could be constructed on-site generally using cast-in-place concrete.  Construction of the cast-in-place plant is estimated to extend the construction period from approximately six months to one year.  In addition to satisfying the constructability issue, the facility should provide an extended service life and reduced operations and maintenance costs compared to the steel structure.  This revision led to additional efforts from HSE to design the structural elements of the plant and increases the duration of construction inspection and management services and submittal reviews.  These additional efforts and costs are included in Amendment No. 1.

 

The Parks Department has requested that a system for remote alarming, monitoring and control functionality be incorporated into the Project to better maintain and monitor the wastewater treatment system.  The Project’s current control panel design is intended solely for local control of the plant with limited remote alarming capabilities.  This additional design and construction support effort from HSE is also included in Amendment No. 1.

 

The Department has coordinated with HSE regarding the requested increase and is recommending that the Amendment be executed to allow for continued construction management and inspection services and engineering design support.  Amendment No. 1 extends the term through January 1, 2021 and increases the not-to-exceed amount of the Agreement by $433,648.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

FISCAL IMPACT:

This amendment will increase the current Agreement amount by $433,648, for a new not-to-exceed amount of $1,433,888.  Sufficient funds have been allocated in the County’s Capital Improvement Projects Budget for this Amendment.

 

There is no impact to the General Fund.
