BACKGROUND:
The Governor wrapped up the 30-day sign and veto period on Sunday, October 13, taking final action on the remainder of the 1,042 measures that made it to his desk this year. In the final tally, Governor Newsom signed 870 bills and vetoed 172 (a veto rate of 16.5%, which reportedly matches the rate of Governor Jerry Brown's last year in office).

DISCUSSION:
The attached legislative tracker, titled 2019 State Legislative Session-End-of-Session Report, provides your Board with a comprehensive list of bills that have been identified as having a potential impact to County operations, programs and services and which staff have been working on throughout the session. In addition to our County-sponsored measures, the tracker provides information on bills that your Board has taken positions on in this session, either through direct Board action or through established legislative County policy. Bills that the County Manager's Office (CMO) or County departments have determined to be potential significance to County operations are also listed. Copies of all legislative correspondence have already been transmitted to your offices via the County Manager's Spring, Summer and Fall 2019 Quarterly Reports.
