BACKGROUND:

On May 19, 2015, your Board adopted Resolution No. 073802, which authorized the Agreement with AECOM Technical Services, Inc. (AECOM) for engineering and other related professional and technical services for the Middlefield Road Improvement Project (Project) in the amount of $1,729,061. The services to be provided in accordance with the Agreement included: conceptual design, utility relocation and undergrounding, streetlight design, railroad crossing improvements, bicycle and pedestrian improvement design, streetscape design, stormwater and drainage treatment and improvements, environmental analysis and permitting, community engagement, and preparation of construction plans, specifications, and cost estimates for bidding purposes.

 

The Director of Public Works authorized Amendment Nos. 1 and 2 that extended the term of the Agreement with AECOM from May 19, 2018 to June 30, 2019 and to December 31, 2022, respectively.

 

DISCUSSION:

Amendment No. 3 increases the not-to-exceed amount of the agreement by $342,498 for additional engineering and construction support services anticipated by AECOM through the end of the construction project.  The level of effort required  by AECOM for the following Project elements is greater than anticipated: coordination efforts for the railroad crossing with the Union Pacific Railroad Company, Caltrain/SamTrans, California Public Utilities Commission, and Pacific Gas and Electric Company; design changes to the Redwood Junction Driveway and traffic signal cabinets; Wi-Fi integration along the Project; incorporation of additional pedestrian improvements; and completion of the design and preparation of the bid documents for the Project.  Additionally, AECOM’s work was paused for several months while input on specific Project elements was received through a public outreach process, which contributed to the increase in agreement duration and cost.  AECOM has indicated that this amendment will allow them to commit the resources required to address the several issues previously described and provide design support through construction of the Project.

 

The Department recommends that your Board approve Amendment No. 3 to the agreement to increase AECOM’s engineering and construction support budget in order to provide the required services through construction of the road improvements.  Construction of the Project is anticipated to begin in Spring 2020 and is dependent upon resolution of some of the coordination efforts previously listed.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

FISCAL IMPACT:

Amendment No. 3 will increase the not-to-exceed amount of the Agreement by $342,498 to $2,071,559. The funding for Amendment No. 3 will be from Measure K and there are sufficient funds in the FY 2019-20 Recommended Budget.

 

Construction funding for the Project is to be from Measure K and the estimated Project costs will be reevaluated in the next several months.
