BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 1, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FYs) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FYs 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District Five has submitted a request to use its district- discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum.

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the San Mateo County Community College District and resulting grant agreement in an amount not to exceed $10,000 to provide for the Kababayan Learning Community (KLC) 15-Year Anniversary Celebration. The County Manager’s Office will administer and manage the proposed agreement.

 

This Board considered and approved a grant to the Kababayan Learning Community for the KLC 15-Year Anniversary Celebration at its meeting on August 6, 2019. After the grant was approved and the agreement was executed, KLC informed the County that the grant funds must be managed by their fiscal agent, the San Mateo County Community College District. As a result, staff has drafted a new resolution and grant agreement. The only change is to provide that the grant agreement will be with the San Mateo County Community College District. The project to be funded is unchanged and is described below.

 

The 15-Year Anniversary Celebration celebrates the pipeline between KLC’s high school and community college programs, and also promotes future collaboration between students and alumni. In addition, the event will allow KLC alumni to connect with each other to forge new partnerships and give back to the Friends of Kababayan Scholarship through the San Mateo County Community Colleges Foundation. The KLC a one-of-a-kind space where participating students feel at home, safe, and seen. The celebration is for the entire KLC community of students and teachers, friends and family, past and present, to be welcomed back home. Despite being the second largest Asian American group, Filipino Americans remain underrepresented in four-year post-secondary institutions, even in states where the Filipino American population is concentrated. To this end, KLC at Skyline College in San Bruno has been working to reverse this trend and increase the collegiate success, persistence, and transfer rates of Filipino and Filipino American students in San Mateo County.

 

At the heart of the KLC is the educational opportunity for students to grow beyond what internalized oppression has defined for them. The celebration will consist of performances from the Kababayan Dance Troupe and Pilipino Cultural Night alumni; talks by KLC students, faculty, and staff about their experiences over the past 15 years; a call for volunteers to participate in the Kapamilya Mentoring Program; and a presentation and request for support for the Friends of Kababayan Scholarship.

 

Established in 2003, the KLC is a transfer and support group with the goal of increasing proficiency in English skills for success in college, work, and life. It is open to all students and focuses on education in relation to the Filipino and Filipino American cultural experience. By using culturally appropriate and relevant texts, the Kababayan instructors, tutors, and mentors hope to generate lively and timely discussions about the students themselves and the community around them, making the students' coursework "come alive" for them and ultimately provide a solid foundation for their academic success.

 

While there are other programs nationwide that seek to provide assistance for students of Filipino heritage, the KLC is unique in that one of its primary goals is specifically to increase the transfer rates of Filipino and Filipino American community college students from a community college to a four-year university or other post-secondary institution to continue their studies. KLC intends to honor these accomplishments in a 15-Year Anniversary Celebration on Saturday, October 12, 2019. The event will be open to all current Skyline College students, alumni, faculty, and staff. At this celebration, KLC will highlight the learning community’s achievements, honor outstanding alumni and faculty, raise funds for student scholarships, and offer educational workshops. The 15-year anniversary event is crucial not just for celebrating the community KLC has created, but also for KLC’s students, staff, community members, and alumni to feel the power of what the entire KLC community is capable of, beyond the walls of Skyline College.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2019-20 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Kababayan Learning Community 15-Year Anniversary Celebration contributes to the Shared Vision 2025 outcome of a Collaborative Community, celebrating the achievements of the high school and community college students who have participated in the learning community, as well as the faculty, staff, community members, friends, and family members who have supported and continue to support them.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2019-20 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2019-20 Adopted Budget.
