BACKGROUND:

The Commission on Disabilities is an advisory body to the Board of Supervisors, providing opportunities for people with disabilities to participate in, and influence the development of, public policy that promotes the full integration of people with disabilities in their communities. Members of the Commission are dedicated and committed to improving the quality of life for people with disabilities through San Mateo County.

DISCUSSION:

As per commission bylaws, the terms of members are 3 years, for a maximum of 12 years. Ligia Andrade is being recommended for reappointment for her third term ending 2022. Ashley Roehm, Charles Schuette, and Richard Halloran are being recommended for reappointment to their existing seats with term dates that expired in 2018, thus each of their reappointments reflect a term ending in 2021.

Ligia Andrade has served on the Commission since November 2013 and is being recommended to serve a third term.  She resides in San Mateo and is a highly recognized leader in the disability community, both in San Mateo County and throughout the State.  She serves on the State Council of Independent Living Centers as well as on the Board of Directors of the Center of Independence for Individuals with Disabilities, in addition to the San Mateo County Health Commission and Public Authority Advisory Committee.

Ashley Roehm has served on the commission since March 2015 and is being recommended for a second term.  She resides in Redwood City and works at the Farmers Market in Redwood City.  She is often accompanied by her service dog and is a well-known advocate for people with disabilities in her community.

Charlie Schuette began serving on the commission in November 2015 and is being recommended to serve for a second term.  He resides in Belmont and is a long-time valued employee at Lucky’s Supermarket in San Carlos.  He is also involved with Special Olympics.

Richard Halloran has served on the commission since November 2015 and is being recommended for a second term.  He resides in Daly City and is a retired building inspector in the City and County of San Francisco.  He is also a California Certified Access Specialist and is one of California’s most re-known accessibility experts and runs his own accessibility consulting businesses, CityCASp.
