BACKGROUND:

Your Board has adopted similar resolutions designating parking restrictions.

 

Section 22507 et seq. of the California Vehicle Code and Section 7.30.010 of the San Mateo County Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

 

The Department of Public Works (Department) received a request from the San Francisco Public Utilities Commission Water Department (SFPUC -Water) for no parking zones adjacent to the driveway approach of their property at 250 F street in the unincorporated area of Colma.

 

Staff investigated the request and determined that “No Parking” zones are warranted at this location. The SFPUC -Water provides wholesale water to approximately 2.7 million customers in the Bay Area. Water well stations at 250 F street receive several weekly chemical deliveries from large truck-tractor semi-trailers. These vehicles have a large turning radius that require the additional clearance adjacent to the driveway approach. Patrons to BART who park their vehicles near the driveway inhibit access to this facility.

 

DISCUSSION:

The Department has evaluated the request and determined that the proposed parking restrictions along ‘F’ Street would benefit the SFPUC and the community. The Department recommends adoption of the resolution to restrict parking adjacent to the SFPUC - Water facility driveway.

 

Property owners on adjacent blocks, extending a minimum of 300 feet from the proposed parking zone locations were notified of the date and time of your Board’s meeting when these items will be considered. The notification was also posted at the location of the proposed No Parking Zones. While no comments were received from the survey, key facts are summarized in Attachment “A”. 

 

The location of parking zones and other traffic restrictions on County-maintained streets are currently shown on maps in the Department of Public Works office and will be made available in list form on maps on the Department’s website. The master list will be updated to reflect the recommended changes, if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and schools to help shape the neighborhood traffic controls in a way that best fits their collective needs.

 

FISCAL IMPACT:

The cost of installing signs and painting parking zone markings varies and is estimated at $1000 for this action.  Costs are included in the Road Funds’ FY 2018-19 Adopted Budget. There is no impact to the General Fund.
