Adopt a resolution authorizing an agreement with Aileen Shieu, MD to provide specialty hand surgery services, for the term of November 1, 2019 through October 31, 2020, in an amount not to exceed $150,000.

BACKGROUND:
Specialty hand surgery services are provided under the general direction of the Chief of Surgery at San Mateo Medical Center (SMMC). Dr. Aileen Shieu has been providing plastic surgery services at SMMC since November 2018.
DISCUSSION:
Dr. Shieu will continue to provide hand surgery clinics and operative services, specifically in the area of hand reconstructive care on an as needed basis at least one day per week.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing access to non-cosmetic hand surgery services to County residents. It is anticipated that all hand surgery services provided will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations to reduce the risk of infections 100% of the time.

FISCAL IMPACT:
The term of the agreement is November 1, 2019 through October 31, 2020. The amount of the agreement is not to exceed $150,000 for the one-year term. Funds in the amount of $100,000 are included in the SMMC FY 2019-20 Adopted Budget. Similar arrangements will be made for future years.
The contract’s payment provisions differ from the previous contract. Specifically, there is a 3% increase due to the increased rates published in the 2018 Medical Group Management Association Provider Compensation and Production Report, a tool SMMC uses to benchmark physician compensation.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC, and is within the existing annual appropriation.
