BACKGROUND:
The cornerstone of the County’s Mental Health Services Act Community Services and Supports plan is the delivery of Full Service Partnership (FSP) services to our highest risk consumers with serious mental illness. FSP programs are designed to allow consumers to remain living in the community and decrease their hospitalizations and/or incarcerations by providing case management, medication management, therapy, social activities, and 24/7 response capability to mitigate an evolving situation.
DISCUSSION:
Edgewood will provide comprehensive FSP services, with separate FSP programs for children, youth, and transition age youth (TAY). Edgewood’s services are for severely emotionally disturbed clients who are either returning from out-of-home placements or are at risk for out-of-home placements. These services enable clients to maintain placements in their respective communities. While Edgewood’s services are open to all at-risk clients, they are specifically targeted to clients from underserved Asian/Pacific Islander, Latino, and African American populations.
Behavioral Health and Recovery Services (BHRS) is requesting that your Board waive the Request for Proposals (RFP) process, allowing BHRS time to finalize the evaluation of current services and restructure the scope of work in the RFP to this and two other FSP contracts. In early 2020, BHRS will release a RFP for FSP services to start on July 1, 2021.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to prolonged contract negotiations and is on the Continuing Resolution.
Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing FSP services for children, youth, and TAY. BHRS provides a range of services to promote wellness and recovery, and to support consumers remaining in the lowest possible level of care. FSP services for children, youth, and TAY is one established level of care. It is anticipated that 63% of FSP enrollees will experience a reduction in the number of days hospitalized.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2021. The amount of the agreement is not to exceed $15,626,595, for the two-year term. Of this amount, $7,773,664 is included in the BHRS FY 2019-20 Adopted Budget. The funding is as follows: $4,902,672 will be funded by the Mental Health Services Act, $1,183,281 will be funded by Federal Financial Participation, $738,420 will be funded by SB163 funds provided through HSA, $721,471 will be funded by 2011 Realignment, and $54,106 will be funded by Measure K. The Net County Cost is $173,714.
