Recommendation for an appointment and reappointments to the San Mateo County Event Center Board of Directors, each for a term ending September 30, 2022:

 

A)                     Rosanne Foust, appointment for an initial full term; and

 

B)                     Leonard Iniguez, reappointment for a second term; and

 

C)                     Michael Pacelli, reappointment for a fourth and final term; and

BACKGROUND:

The Exposition and Fair Association directs the use of Event Center facilities. Directors are responsible for policy in the management and daily operation and maintenance of the Event Center.

 

DISCUSSION:

Leonard Iniguez is well-known and widely respected equestrian and livestock professional.  Leonard has served on Board of Directors for the San Mateo Exposition and Fair Association since July, 2016.

 

Leonard first served as a member of the San Mateo County Fair Livestock Advisory; he is well known in the County Future Farmers of America and 4-H communities. A native of San Francisco, Iniguez has been a resident of San Mateo County for 40 years, having lived in Brisbane and now Pacifica.

 

Iniguez’s volunteer and community experience include serving with the United Way of the Bay Area, the San Mateo County Civil Grand Jury, the San Mateo County Drug Abuse Advisory Board, San Mateo County Heart Association School Task Force, San Mateo Youth, and Family Assistance and the Mexican American Correctional Association. He is a long-time member of the San Francisco Horsemen’s Association, having served three terms as president, in addition to service with the California State Horsemen’s Association and the Brisbane Lions Club.

 

Born, raised, and educated in the Bay Area, Mike Pacelli has deep ties to the San Mateo County  community. He assisted in the extension of the Bay Area Rapid Transit (BART) to the San Francisco International Airport and spearheaded the development of the first high-rise office building in Daly City, playing pivotal roles in community organizing, government relations, and residential and commercial development for more than three decades. He has served on the San Mateo County Event Center Board since December, 2010.  Mike has helped lead many local organizations, including the Daly City Library Foundation, Doelger Senior Center Foundation, and the South San Francisco Chamber of Commerce, and the San Mateo County Event Center.

 

As the President & CEO of the San Mateo County Economic Development Association (SAMCEDA), Ms. Foust is a leading voice of the business community in San Mateo County and across the Bay Area on issues important to maintaining a strong local and regional economy, attracting and retaining major employers and good jobs, and creating partnerships between business and government to address the critical issues of affordable housing, mobility improvements, and maintaining a good quality of life. 

 

Ms. Foust served for twelve years on the City Council in Redwood City, including as Mayor and Vice Mayor. During her tenure she successfully negotiated the Development Agreement to bring Stanford University to the community, oversaw the building of a new Public Library in Redwood Shores, and approved a $90 million recycled water plant and secured funding to restore Bair Island.  Ms. Foust also served on the boards of the San Mateo County Transportation Authority for ten years, five as Chair and seven years on the San Francisco Bay Restoration Authority. 

 

Currently, Ms. Foust serves on the boards of the Bay Area Council Economic Institute, First Five San Mateo County, NOVA-Workforce Investment Board which encompasses northern Santa Clara County and San Mateo County, the Redwood City Improvement Association, Peninsula Television, Casa de Redwood-senior affordable housing complex, the Supervisory Committee for Provident Credit Union, the Rutgers University Big Data Advisory Board and the RWC-SMC Chamber of Commerce.

 

Ms. Foust holds an MA in Public Administration; BA in International Studies and Economics; completed multiple Executive Education programs at Stanford University’s Graduate School of Business and the Executive Management program at UCLA’s Anderson Graduate School of Management. 

 

Ms. Foust has been honored by the San Francisco Business Times as one of the “Most Influential Women in Business in the Bay Area” from 2009 until the present.

 

This appointment and reappointments contribute to the Board of Directors’ Mission Statement to use creative, innovative and fiscally responsible stewardship to expand and enhance the physical assets of the Event Center providing a solid foundation for implementing new concepts and experiences for the community. 

 

This appointment and reappointments contribute to the 2025 Shared Vision statement of a Collaborative Community. Our diverse population works well together to build strong communities, effective government and a prosperous economy, civic engagement - including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues - is uniformly high among the diverse population of San Mateo County.
