BACKGROUND:
Children and Family Services (CFS) utilizes contractors to provide alcohol and other drug assessments and testing for families connected to services. Substance abuse assessments and tests are critical tools that help social workers continuously assess parents’ protective capacity to safely care for their children. Testing services are the first step towards determining treatment plans for families and caretakers impacted by substance abuse. Drug assessment recommendations and testing results allow social workers to provide individualized rehabilitation services to meet the needs of the clients. Through these services, parents have an opportunity to remain clean and sober, and focus on reuniting with their children. CFS issued a Request for Proposals (RFP) in April 2019 and Sitike Counseling Center, El Centro de Libertad, and Norton Medical Industries were the three service providers that submitted proposals. DISCUSSION:
The agreements with Sitike Counseling Center, El Centro de Libertad, and Norton Medical Industries are for alcohol and other drug assessments and testing services by referral of CFS. All three providers have flexible hours of operation that are convenient for families, as well as accredited staff experienced in working with the populations served by CFS. These agreements will allow CFS to meet its court-ordered obligation to conduct drug assessments and testing, as well as assist social workers in monitoring parents’ protective capacity to safely care for their children.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligation to each agreement by a maximum of $25,000 (in aggregate).
The agreements and resolution have been reviewed and approved by County Counsel as to form.
These agreements contribute to the Shared Vision 2025 outcome of a Healthy Community by providing alcohol and drug assessments and testing for parents of children that are in the Child Welfare System, thereby keeping families healthy and safe. Each drug testing provider will serve up to twenty-four (24) clients per month and administer three to four (3-4) drug and/or alcohol screenings per referral. It is anticipated that for FY 2019-20, clients will be contacted within 2 days (89% of the time) of referral to schedule a drug and/or alcohol screen. It is further anticipated that CFS social workers will receive verbal confirmation of positive drug and/or alcohol screens within 48 hours (89% percent of the time) of the initial screen.

FISCAL IMPACT:
The total obligation amount of each agreement is $270,000 for the term of October 1, 2019 through September 30, 2022. Of the $270,000 for each agreement, $94,500 or 35% is funded through state 2011 realignment and $175,500 or 65% is Net County Cost. There is no significant rate of increase in cost from contracts in prior fiscal years.
