body

BACKGROUND:

The Sheriff’s Office of Emergency Services (OES) among other roles, disseminates emergency related information and coordinates responses to disasters or emergencies that may occur in the County. OES serves as the liaison to the 20 Cities and the County with respect to emergency related issues. For several years OES has served as the local administrator for the Emergency Management Performance Grant, as well as the State Homeland Security Grant Program.

DISCUSSION:

The purpose of the FY 2019 Emergency Management Performance Grant Program is to support comprehensive emergency management and to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards.

Funds provided under the FY 2019 Emergency Management Performance Grant will allow OES to support activities that contribute to the capability to prevent, prepare for, mitigate against, respond to, and recover from emergencies and disasters, whether natural or manmade. The Emergency Management grant funding will also be used to pay for a liaison position to coordinate emergency preparedness and response with fire and law enforcement agencies.

The Governor’s Office of Emergency Services requires a grantee to certify by resolution that the Governing Body approves of submission of an application to the state.

The resolution has been reviewed and approved as to form by County Counsel.

The grant program contributes to the Shared Vision 2025 outcome of a Collaborative Community by enhancing the abilities of San Mateo County Emergency Management to expand operational readiness, incident support and recovery, and hazard mitigation to the 20 cities and unincorporated areas within the County.
