BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 1 and District 5 have submitted a request to use district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.
PROJECT SUMMARY:
This is a request to authorize a grant to City of San Bruno and resulting grant agreement in an amount not to exceed $150,000 to provide for improvements to the Grandstand facility at Tom Lara Field in San Bruno City Park. The County Manager’s Office will administer and manage the proposed agreement.
The City of San Bruno is partnering with the San Bruno Lions Club to rehabilitate the concession stand that is located within the Tom Lara Field Grandstand in San Bruno City Park, located at 251 City Park, San Bruno, a well-used and treasured community recreation park/facility. San Bruno City Park houses three baseball/softball fields, four tennis courts, a soccer field, a walking trail, thirteen BBQ picnic sites, multiple play structures, a pool facility, and a recreation center that has a gymnasium and other classrooms/recreational rooms. San Bruno City Park serves hundreds of patrons daily and is frequented by San Bruno residents and non-residents alike.
In preparation for the interior improvements to the concession stand, examination of the Grandstand facility revealed that additional improvements to the exterior of the facility are needed to protect the investment in the concession stand and correct years of deferred maintenance.
Improvements to the exterior of the Grandstand facility consist of:
(1) repairs to the roof and concrete sidewalls of the facility to eliminate water intrusion; (2) replacement of doors and windows;
(3) installation of new bleachers; and
(4) various minor and cosmetic repairs to the facility to improve landscaping, signage, fencing, and other areas.
Staff for the City of San Bruno have prepared an estimated project budget for the aforementioned improvements of $174,800, inclusive of a 15% project contingency. To accomplish this, the City of San Bruno is requesting $75,000 in Measure K funds from Supervisor Pine, as well as $75,000 in Measure K funds from Supervisor Canepa, for a total of $150,000.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the improvements to the Grandstand exterior facility at Tom Lara Field in San Bruno City Park contributes to the Shared Vision 2025 outcomes of a Prosperous, Livable and Collaborative Community by building community for residents, promoting livable connected communities and forging partnerships with informed and engaged residents with concern for future impacts.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2019-20 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2019-20 Recommended Budget.
