BACKGROUND:
The Enneagram Prison Project (EPP) teaches inmates the Enneagram system including all nine personality styles. EPP teaches inmates to identify, observe, and self-regulate their behavioral and emotional patterns, thereby increasing their ability to make conscious, positive changes and choices during their incarceration and upon release.

DISCUSSION:
The County has contracted with EPP for these services since 2015. The increase in the contract reflects the increase in the number of inmates eligible to be served in the adult correctional facilities. EPP has demonstrated its success in reaching inmates' needs by attaining a performance measure of at least 90% of participants who agree or strongly agree that their class participation has helped them in developing self-awareness.

EPP has a unique ability to provide services to inmates by utilizing proven curricula for inmates at a reasonable cost. Therefore, it is in the best interest of the County to waive the Request for Proposals process and continue to contract with the EPP on the basis of being a sole source provider of the teaching of the Enneagram model to the incarcerated population in the County of San Mateo.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, nondiscrimination and equal benefits.
