BACKGROUND:

The 2019-20 Governor’s Budget invests $100 million State General Fund in active Whole Person Care Pilot programs that provide housing services. This one-time funding has multi-year spending authority through June 30, 2025 and does not require local matching funds. This funding is available for the costs of long-term and short-term housing, such as hotel vouchers and rental subsidies, as well as capital investment for housing projects for Medi-Cal beneficiaries who are mentally ill and are experiencing homelessness or are at risk of homelessness. Services provided with this funding allocation does not require local matching funding. Services provided with this funding must comply with all applicable “Housing First” principles as defined in California Welfare and Institutions Code Sections 8255-8256. As an approach to serving people who are experiencing homelessness, Housing First recognizes a homeless person must first be able to access a decent, safe place to live, that does not limit length of stay, before stabilizing, improving health, reducing harmful behaviors, or increasing income. The allocation to San Mateo County will be $2,340,849.14.

 

DISCUSSION:

County Health intends to use these housing dollars as part of the financial package to build the 57-single occupancy co-housing residential rooms on the future Cordilleras Campus. This housing would occupy the top three floors of the future Campus Center. The housing and common space in the Campus Center has an estimated construction cost of $30.5 million. The space on each of the co-housing floors includes the private bedrooms, two living rooms, shared kitchen and dining area, meditation room, and office space for the housing and case management staff.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing access to basic necessities of a healthier life to some of our must vulnerable residents. It is anticipated that 57 independent units for persons with serious mental illness will occupy the Cordilleras Campus.
