RECOMMENDATION:

BACKGROUND:
In January 2017, the Project Development Unit (PDU) was formed to manage ground up construction performed by the County of San Mateo. Multiple large County capital projects are underway, and others are anticipated, requiring intensified PDU operations for several years. To appropriately manage these critical and complex projects, the PDU requires scalable support from specialized consultants, including project managers.

DISCUSSION:
On July 25, 2019, the PDU issued a Request for Proposals for on-call project management services. A selection committee comprised of departmental staff reviewed and ranked the submittals, conducted reference checks, and made recommendations for retention.

By executing the agreements, PDU will have the ability to utilize the consultants' expertise that covers the full spectrum of a project including but not limited to owner representation, project and construction management, recommendations pertaining to preliminary studies and programming, CEQA process, due diligence, data gathering and analysis, design input and review, cost estimating, ...
