BACKGROUND:

Whole Person Care (WPC) is a pilot program funded under the five-year renewal of California’s Section 1115 Medicaid Waiver (Medi-Cal 2020). San Mateo County Health (SMCH) is implementing the WPC pilot to provide a coordinated, efficient, and effective delivery of medical, behavioral health, and social services to the County’s highest-risk and vulnerable populations. Through an agreement with the California Department of Health Care Services, SMCH receives up to $16,536,771 in new revenue annually, with funds rolling over from year to year as needed for WPC services. Your Board also approved the allocation of Measure K funds, $1,000,000 in FY 2016-17 and $2,000,000 per fiscal year thereafter, for housing services for WPC clients. To date, this funding has supported 78 homeless individuals in securing permanent housing. Experience shows that clients served through Measure K subsidies and Mainstream Vouchers from the Housing Authority need supportive housing services to maintain their housing.

 

DISCUSSION:

On May 20, 2019, Public Health, Policy and Planning (PHPP) released a Request for Proposal (RFP) for supportive housing services to SMCH clients. The RFP review committee selected Mental Health Association (MHA) of San Mateo County as the only qualified contractor to provide this service to the County.

 

MHA has over 25 years of experience providing supportive housing services to vulnerable populations. MHA has experience working with other public agencies and came highly recommended by Behavioral Health and Recovery Services, the San Mateo County Department of Housing, and MidPen Housing. MHA’s proposal demonstrates that MHA understands the scope of work.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by supporting the retention of housing by SMCH’s most vulnerable clients. It is anticipated that 93% of clients surveyed will express satisfaction with the housing services and support.

FISCAL IMPACT:

The term of the agreement is October 1, 2019 through December 31, 2020. The amount of the agreement is not to exceed $350,000 for the 14-month-term. Of the amount, $211,388 is included in the PHPP FY 2019-20 Approved Recommended Budget and $138,612 is included in the PHPP FY 2020-21 Preliminary Recommended Budget. There is no Net County Cost associated with this agreement.
