Adopt a resolution authorizing an agreement with Edgewood Center for Children and Families for mental health services for the term of July 1, 2019 through June 30, 2021, in an amount not to exceed $697,126.

BACKGROUND:
Edgewood Center for Children and Families (Edgewood) has provided outpatient mental health services to San Mateo County children and youth since 1996.
Behavioral Health and Recovery Services (BHRS) contracts with individual and agency providers for outpatient managed care mental health services, paid on a fee-for-service basis. To meet its contractual obligation of network adequacy and prompt access for Medicaid beneficiaries, BHRS has historically accepted any qualified provider of mental health services. Under the B-1 Administrative Memorandum, mental health contracts with any qualified provider are exempt from the RFP process.
DISCUSSION:
Edgewood will provide outpatient mental health services to children, youth, and families. Services shall include: medication support, mental health services, crisis intervention, and targeted case management. In addition, Edgewood provides mild to moderate mental health services authorized by the San Mateo County Mental Health Plan. Lastly, Edgewood provides staffing as co-chair of the PRIDE Initiative in cultural competence work.
The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to prolonged contract negotiations with the provider and is on the Continuing Resolution.
The resolution contains the County’s standard provision allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health services to children and families. It is anticipated that 96% of clients will be maintained at a current or lower level of care.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2021. The amount of the agreement is not to exceed $697,126 for the two-year term. Funds in the amount of $348,563 are included in the BHRS FY 2019-20 Recommended Budget. Of that amount, $130,277 will be funded through Medi-Cal Federal Financial Participation; $55,593 will be funded through the 2011 Realignment; $152,693 will be funded through the Human Services Agency; and $10,000 will be funded by the Mental Health Services Act. There is no Net County Cost. A similar arrangement will be in place for FY 2020-21.
