Adopt a resolution authorizing an agreement with Daniel J. Buckley, MD to provide ophthalmology services for the term of September 1, 2019 through August 31, 2021, in an amount not to exceed $500,000.

BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population, as well as access to services to its general population. Dr. Buckley has been providing ophthalmology services at San Mateo Medical Center (SMMC) for over 20 years.
DISCUSSION:
SMMC has a continuing need for ophthalmology services due to the aging of its patient population. Dr. Buckley has agreed to provide the same level of ophthalmology services and call coverage as his previous contract.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing County residents access to ophthalmology services. It is anticipated that 100% of all cataract surgery services provided will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations, which will result in reduced risk of healthcare-associated infections.

FISCAL IMPACT:
The term of the agreement is September 1, 2019 through August 31, 2021. The amount of the agreement is not to exceed $500,000 for the 3-year term. Funds in the amount of $210,000 are included in the SMMC FY 2019-20 Recommended Budget. Similar arrangements will be made for future years.
The payment provisions are essentially the same as the previous agreement.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC, and is within the existing annual appropriation.
